Procurement runs through six regional HE consortia (SUPC, APUC, HEPCW, LUPC, NEUPC, NWUPC) which require formal framework presence rather than ad-hoc supplier selection. The Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations apply explicitly to HE institutions, with regulatory teeth that don't exist in commercial work. Departments and faculties often run their own Umbraco sites on different upgrade cycles, which means multi-site management is the rule rather than the exception. Student personal data falls under UK GDPR with sector-specific guidance from Universities UK and Jisc. We've designed our HE hosting practice around these realities rather than retrofitting them.
